Dumpr lets you add effects to your photos. Each effect has its own customizations options and some effects offer several variations. It supports jpg, gif and png. Final images may be saved to your computer.

Great online tool! It's so easy to use and I've been able to print a whole picture into a regular 8 by 11 sheet.
